Construction Underwriters is an independent surety bond agency providing for the bonding needs of the construction and service contractor industries.
Unlike many other independent commercial insurance agents who just do bonds on the side, we focus our entire effort on the surety side of things. In doing so, we have a greater depth of knowledge of the surety industry and a wide network of surety markets of all different sizes, both standard and specialty. This positions us to be able to assist contractors anywhere along the spectrum from emerging to established in both traditional and specialized trades.

Tony Pung
Founder, Chairman
Tony has over 50 years of experience in the surety industry serving the Maryland, D.C., and Virginia areas. He provides executive leadership as well working directly with clients on a daily basis.
Ben Mathews, CPA
President
Ben joined Construction Underwriters after graduating with an Accounting degree from Stevenson University and is a Certified Public Accountant. His responsibilities include servicing client accounts, business development, and handling financial affairs of the organization.

Catie Mathews
Vice President, Administration
Catie has been in the industry in different capacities since 1984 and has been with Construction Underwriters since inception. She has worked in personal lines and commercial lines on insurance, but surety is by far her favorite and where she has spent the most time. She oversees bond issuance and agency administration.
Mason Pung
Account Manager
Mason joined Construction Underwriters in February of 2019. His responsibilities include a mix of administrative tasks and business development activities.

Julia Kennedy
Marketing
Julia is currently pursuing her Master's of Arts in Teaching and has joined the team part-time. She assists with the design of newsletters, media, and business development. ​
